I agree with Wallace Danielson about charging for trash pickup, but what if we took it a step further? Charge for regular trash (by amount somehow; such as per trash can or per trash can size or whatever), but then don’t charge for the recycle bin. And if the recycle bin contains regular trash, then don’t pick it up.
