Mayor Jerry Sanders named Marcela Escobar-Eck as the city’s new Development Services Director today. She begins Oct. 4.

Escobar-Eck will replace Gary Halbert, who left the Development Services Department to become a deputy city manager in Santee.

Escobar-Eck was most recently the planning director in Carlsbad, but has held city of San Diego posts before. She served as deputy director of the Development Services Department, a City Council liaison and a project director for the Naval Training Center redevelopment plan.

The Development Services Department houses 576 employees and is responsible for reviewing development applications, issuing constructions permits, and inspecting structures to ensure that building code requirements are kept.
