William Kettner – known popularly during his lifetime as “San Diego’s million-dollar congressman” – was the first Democrat elected to Congress from San Diego. This occurred in 1912, not only as a result of Woodrow Wilson’s coattails, but by virtue of the efforts of the San Diego Chamber of Congress on whose board of directors Kettner sat as long as he was in Congress. Kettner was the single most important figure in making San Diego the nation’s preeminent urban-military complex.
