After negotiating an end to two controversial pension programs last spring, the City Council finally codified those changes to the retirement plan Wednesday.

The delay was due to City Attorney Mike Aguirre’s reluctance to draft the legislation that is needed to make the changes. He claimed the changes to the purchase of service credit and DROP programs could harm his ongoing lawsuit.
