The City Council will decide Tuesday whether incumbent Port Commissioner Stephen Cushman or political consultant Laurie Black will represent San Diego on the port board.

The vote has become a contentious issue at City Hall, as the appointee will serve at a critical time for planning the waterfront’s future. The prospects of appointing to Cushman to a third term, which exceeds the city policy of limiting service to two terms, have also stirred some controversy.

The council’s vote will come at its 2 p.m. meeting, which will be held on the 12th floor council chambers at City Hall, located at 202 C St.
