In addition to issuing a legal opinion over the ongoing budget authority debate, City Attorney Mike Aguirre opined at the City Council hearing today that neither of the two pieces of legislation being considered was legal.

Aguirre said the proposals did not comply with the city charter. As a result, the council held off on voting on the issue and instead referred the issue to two council committees. Aguirre suggested that the issue may be clarified at the ballot box.
