The solution for Heartland and the City of El Cajon is for Heartland to sell the building back to the city of El Cajon for $1 and Heartland becomes the master tenant. No threat of foreclosure is needed. With this option, the city retains a public asset to support underfunded social service agencies that benefit the city — and its not giving a gift of public funds to a private corporation, even though it’s a nonprofit one.
