The California Coastal Commission said yesterday that the application submitted by Poseidon Resources Corp. to build a seawater desalination plant on the Carlsbad coastline was complete.

The plant, which would produce 50 million gallons of drinking water each day, will go before the commission in November.

While Carlsbad city officials have welcomed the project, the commission is expected to be its biggest hurdle. The commission is responsible for issuing the permit that Poseidon needs to build on the coast.
