This has been a very frustrating situation for those of us who live near and frequent the very cigarette-butt-littered foot of Newport Avenue.
As your article points out, the police and lifeguards are still primarily giving warnings one year into this law. Also, the Park and Recreation Department has failed to place an adequate number of signs to help reinforce the ban.
Those who know about the law can continue to smoke and play dumb when confronted by authorities or a member of the public like myself. For tourists, there is simply very little evidence to indicate smoking is not allowed.
The result has been that smoking is still rampant on the beaches of OB. Beach goers can expect a lot of second-hand smoke and butt litter until the city puts some teeth into this law.
