If you haven’t seen it yet, News 8 has this investigation on its website today alleging that city of San Diego employees were given cheat sheets to help pass a mandatory test on disaster preparedness administered by the Department of Homeland Security.

My favorite part: The reporter brought in a 13 year old and 16 year old to take the online test with the so-called “cheat sheet.” They finished — and passed — the three hour test in 20 minutes.
