Excellent point, and I appreciate your correction- I was wrong.

Let me rephrase:

Because California is not a right-to-work state, any teacher wishing to teach at San Diego Unified must sacrifice a portion of their salary because the SDEA exists on the face of the earth. Conversely, because the SDEA has a firm grip on the sensitive areas of San Diego Unified, no teacher has the right to teach without paying some portion of their earned remuneration to an outside entity.

Still, unconscionable.
