If Sanders and all of the other community leaders within San Diego County really want to save water, then put a moratorium on all construction with the exception of hospitals and single private homes. Construction is the no. 1 largest user of water.
Also, get used to the fact that we cannot afford to keep landscaping with grass and other plants that require a lot of water. Embrace our natural plants … learn to love other colors besides green.
