As of 1:30 a.m., Democrat Sherri Lightner led Republican Phil Thalheimer by less than 200 votes with 41 percent of precincts reporting in San Diego City Council District 1.

Lightner has led since absentee results were released, but never by more than 2 percent. Both campaigns said they expected a tight race.

“There is a lot going on in this district, it will be a late one,” Lightner said.

Republican Marshall Merrifield, who lost in the primary, attributed the tight race to the so-called Obama effect. “With Obama’s coattails, Phil has had to battle back,” Merrifield said.
