I wanted to share one of the e-mails I got following my post detailing one of the arguments against subjecting contractors to public disclosure requirements.
Jim Ryan of the Associated General Contractors had detailed for a City Council committee how contractors would use such a rule to harass their competitors, eventually underbidding them. That prompted this e-mail from Jacob Pyle:
The interesting thing to me about the contractor complaints with disclosure – they are complaining that a competitor may underbid them – how is this a detriment to the city of San Diego and the ‘people’. It seems that a reduced cost for the services would be beneficial.
