More than a week after the school board decided to go forward with a project labor agreement on Proposition S, its $2.1 billion facilities bond, the agreement has not actually been signed.

Stuart Markey, who is overseeing the bond at San Diego Unified, told members of a bond oversight subcommittee today that there are “jurisdictional problems” between the carpenters and other unionized groups. The delay means that even more projects will go forward before the agreement kicks into effect, at least 90 days after being signed by all groups.
