The First Complaint |
A woman complained to a San Diego police detective in September 2009 that a downtown cop pushed for a favor in exchange for not arresting her. Neither the detective nor the woman reported the incident to internal affairs. |
The Second Complaint |
A different woman made a similar complaint to a different San Diego police officer in March 2011. This time, the officer reported the incident and police launched a full investigation. |
The Big Picture |
The Police Department missed an opportunity to detect the downtown cop’s alleged behavior. Between the first and second complaints, five other women say the same officer solicited sexual bribes from them during traffic stops. Two also say the cop sexually assaulted them. |
