The Issue
San Diego made major changes in pensions, tourism money and street repairs in 2012.
Pensions
City voters killed pensions for new hires except for police officers. But if that’s going to save any money immediately, Mayor Bob Filner and unions must also negotiate a pensionable pay freeze in 2013.
Tourism Money
The City Council and hotel industry approved an up to 5 percent hotel-room tax increase to pay for a Convention Center expansion and tourism promotion. Legal challenges are next.
Street Repairs
Former Mayor Jerry Sanders and the council began to take its decaying infrastructure problem seriously. City leaders still must figure out how to pay for fixes and ensure that bureaucratic reforms are enough.
