From the U-T‘s editorial today on departing U.S. Attorney Carol Lam and the Duke Cunningham investigation that yesterday produced an indictment against Poway defense contractor Brent Wilkes:
Still to be determined is the role other members of Congress and former members of Congress played in “earmarking” appropriations for specific contractors in exchange for favors. The bribes likely ranged from extravagant vacations and campaign contributions to under-the-table cash.
Who are the members of Congress the editorial board is talking about? How does it know that they “likely” took these bribes? Can you just say that?
