  2. The City of San Diego owns all of San Pasqual Valley which is where the Safari Park. The City of San Diego boundaries were drawn around the City-owned property in San Pasqual. If you look at a City Council map, you will see how this works. The Safari Park is within District 5 of the City of San Diego.
