Ebony N. Shelton is a visionary leader with nearly three decades of dedicated service to the County of San Diego. Beginning her career at the San Diego Superior Court in 1997, she has advanced through various human resources and financial leadership roles across multiple County business groups and departments. Her expertise in strategic planning, financial management, and administrative leadership has been instrumental in driving the County’s mission forward.

Currently serving as the Chief Administrative Officer, Ebony oversees the administration of the County’s $8.53 billion budget, manages a broad portfolio of programs and services, and leads a workforce of nearly 20,000 employees. Her leadership ensures the efficient allocation of resources, operational excellence, and alignment with the County’s strategic goals.

Previously, as the Deputy Chief Administrative Officer and Chief Financial Officer, Ebony was responsible for monitoring the annual County budget, providing administrative leadership, and overseeing key operational functions within the Finance and General Group. Her ability to coordinate complex financial strategies ensured fiscal responsibility and a culture of efficiency and accountability.

Before that, Ebony served as the Director of the Office of Financial Planning, where she led the County’s strategic financial planning policies and facilitated critical decision-making processes for the County’s multi-billion-dollar budget. In this role, she acted as the principal budget and fiscal advisor, demonstrating her exceptional financial acumen and commitment to responsible resource allocation.

Personal Background & Education

A native San Diegan and proud Afro-Latina of Black and Salvadoran heritage, Ebony deeply understands the historical and systemic impacts on Black and Latino communities. This awareness fuels her commitment to advancing health, economic prosperity, and overall well-being throughout the County.

Ebony holds a Bachelor’s Degree in Business Administration from the University of Phoenix and an Executive Master’s Degree in Public Administration, with an emphasis on Public Sector Leadership, from California State University, Northridge.

Beyond her professional endeavors, Ebony finds joy in spending time at the beach and creating lasting memories with her husband, Cecil, and their three daughters. Her passion for community, leadership, and public service continues to shape the future of San Diego County.
