About Maria-Elena Giner
Maria-Elena Giner, P.E., MBA, Ph.D., is a nationally recognized leader in water policy and transboundary governance with more than 35 years of experience. Appointed by President Joe Biden in 2021 as the first Latina U.S. Commissioner of the International Boundary and Water Commission, she secured landmark agreements with Mexico that improved water reliability for more than 40 million U.S. residents and delivered major investments to modernize critical infrastructure, including $350 million for the South Bay International Wastewater Treatment Plant. Previously, as General Manager of the Border Environment Cooperation Commission, she oversaw $9 billion in environmental infrastructure projects that expanded clean water, wastewater, and air quality services for over 10 million residents in 100 border communities.
