The developer of the Navy Broadway Complex added members of the California Coastal Commission and its staff to his recent lawsuit.

The litigation filed by developer Doug Manchester challenges the agency’s demands that Manchester’s redevelopment plans for the site undergo further review. Manchester contends the commission completed its review more than a decade ago. The commission argues the development conditions have changed enough to warrant further scrutiny.

Added to the lawsuit were the panel’s individual commissioners, including San Diego City Councilman Ben Hueso, and several staff members for the agency.
