My hat is off to Shelia Jackson, Richard Barrera and John Lee Evans for having the insight to approve the proposed Proposition S, PSA. It is interesting that only three of the five school board members understand the California Prevailing Wage Law.

Under the prevailing wage law employees of each trade receive the same wages union and non-union alike. The difference in project cost is on the management side, their overhead, insurance and profit margin. The articles I have seen on project labor agreements have all been positive

“Union construction workers have been found to be 17% more productive – and good labor productivity not only reduces project costs, but it improves the project’s schedule and quality,” says Dean Findley of Independent Project Analysis, Inc., who independently reviews between 700 and 900 construction projects annually in order to provide relevant comparisons.
