The Issue

San Diego Unified leaders publicly touted their new plan for reform today, one that focuses on improving from within rather than bringing in outsiders to help.

The Changes

Under the new plan, teachers at each school would work together, study data and come up with creative ideas to craft their own reforms, instead of following directions from the district.

The Context

The announcement comes as the school district finds itself under fire from a variety of fronts. Outside groups have accused it of being hostile to reform and called it a failure.
