San Diego Mayor Todd Gloria proposed a city spending plan that cut employee positions and hours for libraries and rec centers. The cuts were hard to stomach for many residents, but they were necessary to address a historic budget deficit, Gloria argued.

Then the City Council got its say. Councilmembers not only reversed many of his cuts but added new spending priorities. They passed that budget with a supermajority last week.

Now, Gloria has fired back. He’s rejecting some — but not all — of what the Council proposed. If this feels like a game of ping pong, it’s because it is.
