Ron Powell at the Union-Tribune scooped up this curious little development yesterday in the case of former Port Commissioner David Malcolm. Is this like a marriage annulment – a way to pretend like something that did happen – a guilty plea – actually never really happened?
I got the actual ruling thinking it might explain more why he gets to expunge the Duke Energy thing from his record. But, as you can see here, it didn’t explain anything.
The questions are numerous. Does this mean Malcolm can now enjoy the rights and privileges of non-felons? And does this now mean that somebody who was given the corrupt label is now uncorrupted?
