It is very hard to find an open library on weeknights and weekends. The shiny new Mission Valley library, which opened just a couple years ago, is accessible for a scant four hours on Sundays. What good is new construction if you’re only using it for one sixth of the day?

If I understand your story correctly, the state grant is for new construction only. Maybe the best thing to do at this point is say, “Thanks, but no thanks,” and focus on keeping our existing libraries open.
