However, nutrients still flow in excess into the ocean, causing oxygen-starved “dead zones” offshore. This limits the ocean’s ability to support life. If everyone in Tijuana without a sewage hookup put in a composting toilet, and used the compost to grow food, nitrate flow into the ocean would be reduced.
