The morning after her vote killed a proposed sales tax ballot measure, San Diego City Councilwoman Donna Frye said she wasn’t giving up on putting something before voters in November.
She said both pension and outsourcing reform could be linked to a sales tax measure. Financial benchmarks, for example, could be established to trigger the tax.
“I am not giving up, ” Frye said in an e-mail to us. “But there needs to be a public discussion.”
