A key part of the public and government discussion of a new homeless services center downtown is what could happen to change or lift a 2007 settlement that banned San Diego police officers from ticketing people for sleeping on the streets at night.

With our partners at NBC 7/39, we produced this explainer about the homeless ticketing ban and what could be coming next.
