After 20 years, Jay Powell is retiring as director of the City Heights Community Development Corp., which was founded to stop the mass conversion of single family homes to high density apartment complexes there.
His Challenge
Powell’s group was the first to try to address the problems created by the arrival of so much cheap housing without other facilities like parks, schools and sidewalks.
The Future
Today City Heights enjoys a stream of philanthropic investment, and Powell’s group paved the way for it. But that success has also forced the organization to reconsider its own mission to remain relevant among so much competition.
