One of our foremost charges on this podcast is to explain these ideas to you — so you can explain them to your friends. And thus, we create an informed society together. Huzzah.

This week on the VOSD Podcast, host Scott Lewis, Andrea Lopez-Villafaña and Jakob McWhinney present the first edition of a new segment we may immediately abandon called, “I can explain that.”

This week we present, “I can explain that: The Midway subsidy.”

It all started at the San Diego City Council on Monday. They voted to explore the creation of a special tax district. Some called it “a major subsidy” to a large-scale project that would redevelop Sports Arena and the surrounding area.

This special tax district could generate extra funds to make the big project possible, especially for all the extra infrastructure needed to serve the housing units that developers promised. The specific name for this kind of setup is called an Enhanced Infrastructure Financing District. Or EIFD for short.

But, c’mon. What even is that?

This week, Lewis takes questions from his cohosts about the mechanism. And we take a look back to Petco Park and the surrounding Downtown area, which used similar vehicles for redevelopment projects.
