Regarding police recruitment and retention: If the city would make recruits sign a retention agreement – that is, to stay on the job in San Diego for at least five years – they wouldn’t be sailing off to distant climes. It costs $200,000 or thereabouts to train them and why should other cities get the benefit of our money? If they want to leave SD before the deadline, they should be obliged to pay back the cost of training.
