Monday, Feb. 26, 2007 | Regarding the article about Otay Mesa developers paying for the planning process to rezone and plan Otay Mesa, I do not understand how this is any different than any other master plan process anywhere in the state.

When has a developer not paid for all of the exhaustive studies and technical reports needed to properly analyze the environmental effects of a new planned community? Who else but the developer would take on that task? This is nothing new.

When I remodeled my kitchen last year I paid for the architecture and engineering the city required, not the city. When my church proposed a new building they paid for the traffic study and drainage analysis the city said was needed. What is news worthy in this article?
