Part of the problem with state-funded preschools is there is no provision to allow parents to pay for the kids preschool at those schools. A family either makes the income guidelines or they don’t. This forces parents to change preschools (a very disrupting experience for a family) when they make more money. It also forces good preschools to close classrooms when they do not receive funding because they cannot admit paying students.
We don’t allow how much money you make to dictate which public K-12 school your kids can attend … but we do this for preschool.
