Incumbent Mayor Jerry Sanders declared victory after 11 p.m. Tuesday with about 35 percent of the vote counted.
His main opponent in the race, Steve Francis, who spent a record amount of money trying to compete, responded.
Francis said he is discouraged at the results so far but he will not concede yet.
“We think it’s a little early,” Francis said.
