I just wanted to mention that I thought Scott Lewis’s take on the Zoo letter reflected too much of a hyper-focus on parking. My take from the Zoo letter is that they strongly support the idea of restoring Plaza de Panama to create more pedestrian space in the park. They would like to offer an alternative and broader solution for investment in parking that would double as an investment to expand even more public pedestrian space in the park and bring the zoo entrance in closer proximity to the rest of Balboa Park. Your summary reads as if the zoo is criticizing the plan based solely on parking issues. My interpretation of the letter is that this is not at all the case. Their support for increased pedestrian space is outlined several times in the letter.
