There was always a theory that if we were going to legalize cannabis, the people who used to get in trouble for selling it should get a chance to sell it again. The city of San Diego secured a grant to give people like that a leg up. But now it looks like they’ll have to give it back.

VOSD Podcast host Andrea Lopez-Villafaña has been following this theory for a while and has an update to the city’s program to deliver on that theory.

Individuals who previously sold weed illegally have suffered a lot. Many served time in prison, their families were jeopardized, the opportunity to build generational wealth was foiled and criminal records hampered their lives.

So the city of San Diego examined how it could address these cases: to seek out victims of the cannabis industry and help them succeed. To repair harm done by the “war on drugs.”

San Diego City Council President Sean Elo-Rivera at one point said that before the city can move forward with expanding the marijuana market locally, we need to get the equity program right first.

And to its credit, based on Lopez-Villafaña’s reporting, local communities said the outreach effort by this program was shockingly positive. It was all looking up.

But this week, Lopez-Villafaña reports that San Diego Mayor Todd Gloria proposed cutting the program before it’s taken root — and would have to return $880,000 of grant money to the state.

This week, Lopez-Villafaña and cohosts Scott Lewis and Jakob McWhinney discuss the program, the people impacted and what may happen next.

Gloria’s office planned to brief the City Council’s Land Use and Housing Committee this week for one of their biggest ideas ever: convert an old warehouse into a 1,000-bed homeless shelter.

But the Independent Budget Analyst’s Office raised some red flags and said there’s “an issue that merits additional analysis and possibly negotiation.” Our crew reviews what we know and how it could impact a range of homelessness solutions.
