Friday, Feb. 23, 2007 | As a taxpayer and rate payer for sewer and water in San Diego, I believe that the city will have to submit its water and sewer increase to public vote. I say this because it is not a water and sewer fee increase when the city’s past use of this money has been to remove it from the designated purpose and spend it on general fund things.
