District 3 City Council candidate Stepehn Whitburn continues to offer up new plans ahead of Tuesday’s election, joining with U.S. Rep. Bob Filner and presumptive school board trustee Richard Barrera to unveil an economic development plan for the district.
The three politicians are scheduled to unveil the plan tomorrow at 10 a.m. at an abandoned gas station at 3931 El Cajon Blvd.

Filner and Barrera will join Whitburn in unveiling an economic development plan for District 3 that draws on the area’s proximity to freeways and the airport in attracting ‘green’ companies and high-paying jobs to the district.
